SEL Fog LIght Issue

My son has a 2017 SEL (50K) and when he turns off the fog lights only the passenger side goes out. I'm thinking the switch but wondered if anyone else has experienced this.
On a side note, for as much as I like my 2018 S, I feel that the build quality of these cars has suffered over the past 10 years or so. I've owned a number of these cars starting with an '83 GTI and to me it's noticeable. Then again, it's probably no different with any other manufacturer. Whine-fest over.

As a follow up, he has decided that so long as they both come on he's not worried about it. I suspect that during a turbo replacement (wastegate issue, thankfully still under warrantee) a wire got pinched perhaps. Tracing down which wire would be a nightmare so he's letting it go.
